NorrisLeal, LLC is a multi-disciplined consulting, engineering, construction management, and operations firm with a 30-year track record of empowering municipalities to develop sustainable, cost-effective and innovative solutions to complex engineering projects. NorrisLeal was instrumental in developing brackish groundwater delivery strategies in the State of Texas, and was one of the first, dating back to 1988, recognizing the potential of the resource and create cost effective designs to accomplish the task. The innovative approach to brackish water plant design extends beyond treatment systems to include materials, energy efficiency, technology application, contracting, and project management and over the last few years, construction and operations.

Since 1988, NorrisLeal professionals have provided engineering services to clients across South Texas as NRS Consulting Engineers and now as NorrisLeal. NRS Consulting Engineers was founded by Joseph W. (Bill) Norris, P.E., more than 30 years ago. Mr. Norris and his partner, Jesus Leal, P.E. have managed over 700+ technically unique public works projects in the US and abroad for both public and private clients. In 2008, NRS Consulting Engineers was acquired by Abengoa, a Spanish company. After four years, the company was given back to Norris and Leal. They had basically the same leadership as they did when they purchased it, but they had to change the name to NorrisLeal. Since 2012, we've been NorrisLeal.

NorrisLeal has developed over 24,000 acre-feet of new water supply in the Rio Grande Valley utilizing brackish groundwater. In the last 30 years, NL has managed and designed over $300 million of water and wastewater supply projects in South Texas. In addition, design and project management services have been provided for Warehouses, Sports Parks, Commercial Buildings and other similar projects throughout Texas.

NorrisLeal is a Veteran Owned Small Business (VOSB) certified by the Veterans Administration in 2021.

The World’s First Commercial Full Recovery Desalination℠ - Winner of the Texas Water Development Board's 2017 Innovative Water Supply Award for the Technology Category.

Enviro Water Minerals Company (EWM) has created a revolutionary desalination solution that eliminates the costly and environmentally sensitives waste stream typically associated with desalination by "mining" the water to produce commodity products and drinking water. All contaminants are extracted from the water as commercial products, leaving only potable-quality water. Benefits include: Zero discharge, water recover/ yield = ~99%, preserves finite aquifer resources, avoids disposal issues, often cheapest new water option available, and low CO2 footprint. 

The El Paso Full Recovery Desalination℠ plant was designed, constructed, and managed and operated by NorrisLeal. Overall, the project warranted more than 300 contracts/purchase orders will suppliers from around the world.

Construction began in February 2016 with completion and start-up in April 2017. This aggressive, 14-month construction timeline took a commitment and dedicated effort from the entire team of owners, engineers, contractors and suppliers.
