JOSEPH W. (BILL) NORRIS, PE
JOSEPH W. (BILL) NORRIS, PE, has more than 40 years of experience in the planning, design, and project management of municipal and industrial water and wastewater facilities. He has been involved in the research and application of advanced treatment methods of potable and reclaimed water, and has been instrumental in the expansion of brackish groundwater desalination in Texas.
He is a member of the Texas Water Conservation Association, National Society of Professional Engineers, and Texas Society of Professional Engineers. His professional activities have included serving as Director of the American Membrane Technology Association, President of the South Central Membrane Association, and Secretary-Treasurer of the Texas Desalination Association.
Bill is a Licensed Professional Engineer in Texas and Oklahoma and holds an M.S. in Civil/Environmental Engineering from the University of Texas at Arlington and a B.S. in Civil Engineering, Texas A&M University.
JESUS LEAL, PE
JESUS LEAL, PE, has more than 30 years of experience in the study, operation, design, and project management of municipal water, wastewater, and industrial treatment facilities, domestic and abroad. He has extensive expertise in the design and implementation of pilot and full scale brackish groundwater and seawater desalination facilities.
He is a member of the National Society of Professional Engineers, American Water Works Association, Texas Society of Professional Engineers, and the South Central Membrane Association.
Jesus is a Licensed Professional Engineer in Texas and holds an MS in Environmental Engineering from Texas A&M University, Kingsville, and a BS in Chemical Engineering from Texas A&M University, 1983.
DAVID PETTRY, MBA
Mr. Pettry has worked in Control System Design, Product Management, Project Management, Pilot Management, and Branch Management Team for over 35 years. Mr. Pettry retired at the rank of Captain from the U.S. Navy with 30 years of active and reserve service, which included several Command tours, Operations Officer, Chief Engineering Officer, and Combat Information Systems Officer. He has served as a Principal of NorrisLeal since the acquisition of assets from NRS Engineers in 2012.
Mr. Pettry’s experience enabled successful project management of the Donna Reverse Osmosis Facility where he directed the onsite activities of the Design Build Project. Mr. Pettry also managed the new well in the Catahoula Aquifer in Montgomery County, and Feasibility studies for Lavaca Navidad River Authority, the City of Beeville, and the city of Alice. Mr. Pettry managed the construction and operation of the EWM Pilot incorporating multiple water treatment technologies to purify concentrate from the Kay Bailey Hutchison (KBH) Desalination Plant in El Paso. As the Construction Manager he contracted and oversaw the construction, start-up, and operations for the EWM P1 full water purification and chemical production plant in El Paso, TX.
Mr. Pettry holds an Masters of Business Administration from Samford University, 1991 and a Bachelors of Business Administration from the University of Mississippi, 1983
